Opportunity Information: Apply for PDS COL 2024 YSALI
Launching the Young South Asian Leaders Initiative (YSALI) is a U.S. Department of State-supported grant opportunity led by U.S. Embassy Colombo in partnership with the Bureau of South and Central Asian Affairs, Office of Press and Public Diplomacy. The award is intended to fund the design and implementation of the first (inaugural) YSALI cohort programming through a set of U.S.-based and regional workshops. YSALI is being built as a long-term leadership network for South Asia, modeled on earlier State Department youth networks like YSEALI (Southeast Asia) and YALI (Africa). The larger purpose is to strengthen people-to-people ties and develop practical leadership capacity in a region with a very large youth population, supporting broader Indo-Pacific Strategy goals around a more connected, prosperous, secure, and resilient Indo-Pacific.
The initiative focuses on South Asia, specifically Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka (with Mission India managing YSALI membership for Bhutan). The target participants are young leaders aged 18 to 30 who are undergraduate students, recent graduates, or early-career professionals. All activities are conducted in English, so participants must be able to communicate effectively in English. The implementer is also expected to ensure accessibility, including providing reasonable accommodations for Deaf, hard of hearing, and/or visually impaired participants so they can fully participate in the workshops.
Programmatically, YSALI is organized around three core themes: (1) driving prosperity through entrepreneurship, (2) democratic resilience and a vibrant civil society, and (3) regional climate resilience. The funded project is expected to convene participatory workshops that bring together cohorts of approximately 80 to 100 participants per workshop drawn from the pool of YSALI members. Selection and recruitment for each workshop will be coordinated closely with the Bureau of South and Central Asian Affairs, U.S. Embassy Colombo, and other U.S. embassies across South Asia. The notice highlights two workshop tracks in particular: a regional climate resilience workshop (aimed at participants with strong community leadership and a clear drive to create local impact) and a civic engagement workshop (aimed at participants committed to developing and sustaining community projects and promoting civic participation and good governance). A key design feature is that participants cannot attend both workshops; each workshop will have its own distinct cohort.
Beyond the workshops themselves, the opportunity emphasizes building an ongoing network rather than a one-time training event. YSALI’s stated goal is to become a strong regional network that connects and empowers promising young leaders to address shared challenges. The network objectives include connecting like-minded leaders across borders through workshops and continued collaboration supported by a small grants program, sustaining relationships through a virtual network platform, and strengthening participants’ understanding of major issues and opportunities in the region. The program is also expected to intentionally cultivate leadership, community service, and a shared sense of identity and belonging within the broader Indo-Pacific community, grounded in shared values and shared challenges. Another explicit aim is to increase understanding of the United States and the South Asia region while equipping participants with skills, confidence, and practical tools to act on common goals.
From a funding and administrative standpoint, this is a discretionary grant competition using a cooperative agreement (meaning the U.S. government anticipates substantial involvement during implementation). The funding opportunity number is PDS COL 2024 YSALI, listed under CFDA 19.040, with U.S. Mission to Sri Lanka as the issuing agency. The application deadline (original closing date) is 2024-08-16. The opportunity anticipates one award, with an award ceiling of up to $2,000,000.
Eligibility is limited to U.S. organizations that are either public or private academic institutions, cultural institutions, exchange-of-persons organizations, or other nonprofit entities that meet the requirements of IRS 501(c)(3). Applicants must have active nonprofit status at the time of application and maintain it throughout the life of the award. The notice also indicates that additional implementation expectations and program-specific guidance are provided in the full Notice of Funding Opportunity and the Proposal Submission Instructions referenced in the attachments.Apply for PDS COL 2024 YSALI
