It also excludes proposals that mainly serve the applicant organizations institutional growth, investments that primarily benefit a small number of private beneficiaries, English-language scholarships outside official State Department English programs, exchanges involving countries other than the United States and Chile, programs focused primarily on children under 16, and projects that duplicate existing programs. In other words, the embassy is looking for public diplomacy style programming that is collaborative, educational, and engagement-oriented, not direct service delivery, political advocacy, or stand-alone research.
