Opportunity Information: Apply for DOS KAZ AST AEECA 23 006

The U.S. Department of State (U.S. Mission to Kazakhstan) is offering a cooperative agreement opportunity to help Kazakh public universities build U.S.-style academic writing centers that support both students and faculty. The idea comes directly from repeated interest expressed by Kazakh universities that want the same kind of structured, campus-based writing support commonly found in U.S. higher education. The program is designed to fit Kazakhstan's trilingual education policy and the national push to strengthen research output, especially as the Ministry of Science and Higher Education increasingly expects faculty to publish in international, peer-reviewed journals.

The central problem the grant is trying to solve is not a lack of researchers, but a gap in the practical skills needed to publish internationally, particularly in English. Many researchers struggle less with basic grammar and more with clearly communicating research design, methods, results, and conclusions in the style and structure expected by international journals. At the same time, faculty may have limited familiarity with global publishing norms, peer review expectations, and revision strategies after rejection. Unlike researchers at many U.S. institutions, Kazakh scholars often have fewer local resources to help them improve manuscripts, navigate journal selection, or respond effectively to reviewer feedback. Prior U.S.-Mission-supported trainings (including the University Partnerships Program and the regional UniCEN program) have shown strong demand for deeper, ongoing support in research methodology, academic writing, and the publication process, with especially high interest from STEM fields.

To address these needs, the grant will fund the creation of academic writing centers at four Kazakh public universities. These centers are meant to provide targeted English-language and academic writing support and to serve as long-term institutional "hubs" that transfer skills to students, graduate and PhD candidates, and faculty researchers. A key feature is mentorship and skills transfer from U.S. university writing centers, so that Kazakh institutions can adopt proven practices rather than relying on one-off workshops. The project content is expected to cover how to organize and run a writing center for different audiences, what staffing and administrative structures are required, and how to teach or coach research writing (including the principles of research paper structure and argumentation). It must also include research methodology, international standards, and practical guidance on the publishing process, such as journal expectations and navigating peer review.

The intended participants and partners include Kazakh universities and U.S. universities, especially research universities, with direct beneficiaries spanning undergraduate students, graduate and PhD students, and faculty researchers (including STEM faculty). Competitive proposals are expected to focus on sustainability, meaning the writing centers should be set up to continue operating beyond the grant period. This includes demonstrating real buy-in from university leadership and staff, and concrete commitments such as providing space, equipment, and institutional support so the centers become permanent parts of campus research and learning infrastructure rather than temporary projects.

The program has one anticipated award with a funding ceiling of $155,000. It is listed as an "Other" category opportunity administered through a cooperative agreement, indicating active involvement and coordination with the U.S. Mission during implementation. The stated goal is to improve research publication practices at four Kazakh public universities by establishing academic writing and scientific research centers based on current best practices at U.S. universities. The main objectives are to (1) establish four financially self-sustaining academic writing centers at Kazakh public universities, (2) increase Kazakh faculty understanding of essential research university practices common in the United States that support high-quality research, and (3) strengthen the writing standards and day-to-day practices of the new centers through mentorship from experienced U.S. university writing centers.
